This is the ghost of Tomomori Taira depicted in Noh prints. In 1185, Yoshitsune Minamoto was entrusted by his brother Yoritomo Minamoto, and finally destroyed his nemesis Heike in Dannoura. Yoshitsune, who made a triumphant return to Kyoto, was welcomed by people as a hero. Emperor Go-Shirakawa gave Yoshitsune an official position. However, Yoritomo was furious at Yoshitsune, who received the official position without his permission, and sent his pursuit. Yoshitsune, along with Benkei and others, decided to take a boat from Suma Beach and fall to Kyushu. However, as soon as the ship departed, the area became dark and a great storm began. And from the sea, the ghost of Tomomori Taira, who was destroyed by Yoshitsune, appeared. Tomomori tried to drag Yoshitsune into the sea. However, Benkei desperately prevented it, and the ship managed to return to Suma. Yoshitsune's escape to Kyushu was unsuccessful, and Yoshitsune and Benkei fled to Oshu.
