At the end of the Nara period, there was a officer sticking to morality, named Kiyomaro Wake. Emperor Shokutoku heavily liked the monk named Dokyo. In 769, Dokyo’s younger brother Dazaifu’s master and his colleagues told as Usa Hachimangu Shrine’s words that "If you assign Dokyo as the next Emperor, it will become heavenly peace." Emperor Shokuto was delighted and dispatched Kiyomaro to Usa Hachimangu Shrine to confirm. Dokyo told Kiyomaro that "If you bring the good news, you will be given the good post." When Kiyomaro went to Usa Hachiman and tried to tell the Emperor's declaration, God entrusted the beautiful Shrine maiden, Karashima Suguri Yosome and refused to hear the declaration. Kiyomaro asked again and brought back the word "The Emperor should inherit the Emperor's family and exclude the no road person." Emperor Shokuto enraged and Kiyomaru was relegated to Osumi. Dokyo tried to assassinate Kiyomaro, but this failed. Later, when Emperor Shotoku died, Dokyo was lost, and Kiyomaru was appointed to the good post by his loyalty.
